Ubuntu 8.0.4 alsa* package installation prerequisites hassle

Hello,

Seeking advice/help/pointer to useful documentation, for
installing the alsa* package on a Pentium4 running Ubuntu
8.0.4, for the purpose of then installing hsf* package
thereafter; the hsf* package says that the alsa* package
is a prerequisite.

Had previously succeeded at installing the hsf* package,
under Ubuntu 7.0.4 on a different partition on the same
PC; and have no trouble using the modem to connect to the
internet, while under Ubuntu 7.0.4 on this PC.

Under Ubuntu 8.0.4, 'uname -r' says: 2.6.24-16-generic ; this
stems from an installation done from a linuxcentral Ubuntu
8.0.4 DVD, with absolutely zero subsequent updates..._cannot_
update, because cannot get the modem to work, because hsf*
package cannot be installed, because alsa* package cannot
be installed, because 'libc6-dev' and 'patch' are not part
of vanilla Ubuntu 8.0.4:  "For want of a nail..."

Here is what the commands and their outputs looked like:

Although I was able to grab the hsf* and alsa* packages
from the usual places on the web while running my modem
under Ubuntu 7.0.4, I am enough of an Ubuntu greenhorn
that I have no idea where or how to grab
the 'libc6-dev' and 'patch' packages in dpkg format while
under Ubuntu 7.0.4. If I did know where&how to grab them,
I could then copy them to the Ubuntu 8.0.4 partiton, much
as I did for the alsa package itself; and install them using
'dpkg -i libc6-dev' and 'dpkg -i patch'. Unfortunately,
all the utilities I've looked at (synaptic, apt-get, etc.)
all seem to grab the packages and then put them somewhere
that I don't know where it is...or perhaps even use them
and then discard them? Unsure.

I must say I am surprised that whoever cooked up the alsa*
package made it dependent on 'libc6-dev' and
'patch' despite the fact that these two packages are not
native to Ubuntu 8.0.4. This introduces a chicken-and-egg
challenge into attempts to get the modem working under 8.0.4.
Or am I overlooking some simple step that in general,
Ubuntu users would already know about?

The one thing I am hoping I do not hear, is that Ubuntu 8.0.4
cannot be made to work with this modem. :-)
