Carrier Check = No
was in the file wvdial.rc
that I used in my larst report with the command
$ sudo wvdial --config wvdial.rc 

I have not run the sudo wvdialconf command recently. that is not in the 
larst month or more.

If not, please add such a line to your file wvdial.rc
Then try again to start wvdial not forgetting to first start slmodemd 
if not already running.
