Dependencies problem understood, with your install CD in the driver, try
$ sudo apt-get install linux-libc-dev  libc6-dev

If they are not on the install CD,
Start at http://packages.ubuntu.com/
Search for libc6-dev  in the Hardy release
You need to download the packages for  linux-libc-dev and libc6-dev
Both can be co-installed with
$ sudo dpkg -i li*.deb

THis will likely cure your dependency problems.
 alsa-driver-linuxant and then the hsfmodem packages should install.
