Edison, Until the modem card is enabled, all else is useless. Try detached all non essential hardware & reboot. Check for a modem line with $ cat /proc/asound/pcm If there is none there: $ lsmod > lsmod.txt and send us the lsmod.txt. Perhaps some resources can be freed up by blacklisting none esssential modules. What is shown by: $ ls /etc/modprobe* wherein blacklisting would be done.
