This is interesting.  It is hard to pinpoint what you are supposed to do,

If it is SIL21, a Pctel type, then SLMODEMD.gcc4.2.tar.gz should serve this modem, but this part

makes the above advice useless, becuause you would need 

 The softmodem chip 0x11c11040 is only supported currently under Red Flag kernel 2.6.21-20
 Read DOCs/InfoGeneral.txt about alternative modem hardware.
