For Linux version 2.6.24-gentoo-r8 (root@LibrixAdri) (gcc version
4.1.2 (Gentoo 4.1.2 p1.1), support is lacking.  There is only support
for a 2.6.21-20 Fedora like kernel, from a precompiled binary driver
pair.

The packages at http://linmodems.technion.ac.il/packages/ltmodem/11c11040/
originate from a agrsm package release provided to the chinese Red
Flag Linux, which uses a base Fedora like system.
There packages are:
kernel-2.6.21.0-22.i686.rpm - a kernel+modules installation package to
which there are matched:
agere-driver-2.6.21.0-22.i686.rpm - an installer for precompiled
agrmodem.ko + agrserial.ko drivers, plus modem initialization scripts.
This package pair be installed on any RPM using System in principle,
but provision must be made to create a bootup ram disk,
initrd.img-2.6.21.0-22. A trial on Mandriva failed for lack thereof.

linux-image-2.6.21.0-22_2.6.21.0-22.i686.deb - is a combination of the
two rpm packages
converted into a Debian/Ubuntu 2.6.21.0-22 package with provision for
initrd.img-2.6.21.0-22
it can be installed with:
$ sudo dpkg -i linux*.deb
Upon reboot there will there will be an option to use the new
2.6.21.0-22 kernel+modules,
where under the modem drivers are located at /lib/modules/2.6.21.0-22/extra.
http://archives.linmodems.org/30178 is a Success report.
http://archives.linmodems.org/30207 relates that there is little hope
of support under other kernels,

I'll add you to a list to be informed in the situation improves.
But for now, read the InfoGeneral.txt about hardware alternatives.
