Graham,

Apologies, I forgot to inform that Root/Adm permission is  necessary
(use sudo) when:
$ sudo wvdialconf /etc/wvdial.conf

If still a failure,
Read the SoftModem.txt output by scanModem.
Follow the directions therein to do modem diagnostics under a Microsoft boot.
Also under the Driver Details tab, copyout  the Vendor and Device information.
