Joe,

Try putting an X3 (dial without diaktone detection) in your Init2 line:
Init2 = ATQ0 V1 E1 S0=0 X3 &C1 &D2 +FCLASS=0
This is commonly necessary in Italy because of low line volatages.

It that doesn't work, try
Init2 = ATQ0 V1 E1 S0=0 X3 &C1 &D2 +MS=34
which will help on noisy lines but slow speed.
It that does work try the faster:
Init2 = ATQ0 V1 E1 S0=0 X3 &C1 &D2 +MS=90
The default is +MS=92, bu t is not well implemented at some IPs
