For modems using /dev/pts/N ports there is needed in the dialout conf
file a line:
Carrier Check =  no

For usage with the wvdial ( which we perfer for trouble shooting), first run
$ sudo wvdialconf  /etc/wvdial.conf
which should find the modem.

Then edit with:
$ sudo gedit  /etc/wvdial.conf
and add the
Carrier Check =  no
in addition to putting in your personal info and deleting the <  > ; symbols

GnomePPP uses a different config file, to which you could also likely add
Carrier Check  = no
