Is is an ISDN modem,
 e159:0001       8085:0003       Communication controller: Tiger Jet
Network Inc. Tiger3XX Modem/ISDN interface

 which is not the same as an ordinary dialup modem form TigerJet
e159:0001  Subsystem  8086:0003

There is some doubtful possibility that there might have been some
sloppy miswriting in the firmware.  You could try the package intended
for simple modem support:
 To get that guidance run:
$ ./scanModem fake e159:0001   8086:0003
