Your residual problem might be solved by identifying the correct modemcountry code.What country code settings are successful for diaouts under Microsoft?If you can alternately boot with Micrsoft, within the ControlPanel -->Modem choices, there should be one to activate logging.It maybe name Port.log or Modem.log  or similar.  A line thereinshould be found after a dialoutAT+CGI=??  , where the ??  is the hexadecimal Country Code of Azerbaijan
Doslmodemd --countrylistthe first column has the  hexadecimal country codes, among which yourwant to find a match with that used in AzerbaijanThen the paired CountryName should be used in:$ sudo  slmodemd -c CountryName --alsa  hw:0,6
