1) At www.linmodems.org  please subscribe to this List.
Otherwise one of the List moderators has to manually approve each
message before it is forwarded.

2) Active COMM channels other than ppp0 would interfere with DNS
service for a ppp0 channel, but should not in principle interfere with
the basic dialout CONNECTion

You can add the ethernet driver name to the blacklisted (don't load)
drivers with syntax:
$ sudo   gedit   /etc/modprobe.d/blacklist
adding a line:
blacklist  DriverName

This will block auto setup of the eth0 channel, though the driver
could be loaded manually later with:
$ sudo modprobe DriverName

$ lsmod
displays loaded drivers.

If you can't identify the eth driver therein your self, send us the outputs of
$ lsmod
$ lspci |  grep -v  bridge |  grep -v USB  |  grep -v RAM
and we'll deduce it for you.

Do lessen unwanted driver load by:
$ sudo  gedit  /etc/modprobe.d/blacklist-modem
and list useless modem drivers as lines
blacklist snd-atiixp-modem
blacklist snd-via82xx-modem

3) There problem with your
  Class 0703: 2000:2800 Modem: Smart Link Ltd.
dialout failing even with
  Carrier Check  =  no
is likely associated with:

 The PCI slot 02:0a.0 of the modem card may be
disabled early in
 a bootup process,  but then enabled later. If modem
drivers load
 but the  modem is not responsive, read Bootup.txt
about possible fixes.
 Send dmesg.txt along with ModemData.txt to
discuss@xxxxxxxxxxxxx
 if help is needed.

Do
$ dmesg > dmesg.txt
just after a boot up and dialout attempt, and send us the dmesg.txt
