It is a common mis-understanding that the primary PCI ID of soft modem
controllers such as the 1002:4378 in your :
1002:4378 Modem: ATI Technologies Inc ATI SB400 - AC'97 Modem Controller

determines the software requirement.

But on the contrary, any primary soft modem controller or the more
recent HDA (high definition audio) cards can host Subsystem modem
chips from diverse manufacturers.  It is the Subsystem and NOT the
host that determines the needed software.  Word search scanModem for
1002:4378 and you will arrive at an internal archive of all the cases
this List has encountered for this controller.

Fortunately for Linux support purposes, there are only two major cases
relevant to about 90% of the software intensive modems:
1) all Conexant chips can only be supported by the Linuxant hsfmodem software;
2) ALSA modem drivers + the Smartlink slmodemd provide support for
almost all the rest.

Because the CXT chips do not adhere to the AC97 standards, slmodemd
cannot support then into COMM actions.  However as illustrated in your
case, the simple interrogation of the modem with wvdialconf may be
successful after a setup by slmodemd.
