I think that your problem can be resolved.  Marv has a special SLMODEMD for Ubuntu 7.04 at 
http://linmodems.technion.ac.il/packages/smartlink/Ubuntu/slamr-2.6.20-15-generic.tar.gz
Download it and replace/remove the other one SLMODEMD-1.0.13.  

As for the wvdial.conf file, add the following lines and uncomment "#" them if needed

Carrier Check = no
#Stupid Mode = yes
#AutoDNS = yes
and should look like

Modem = /dev/ttySM0
