You may have to make /etc/ppp/pap-secrets &  chap-secrets world
writable for ONE login.
I have encountered this on a CLeveland ATT.net server, but not other
ATT.net servers..

ALso browse through Jacques PostInstall Howto at see
http://linmodems.technion.ac.il/.
It most likely NOT a driver issue.  Go towards the end of
" man pppd"  for the explanation of error codes.

This may give you a hint why the the connection has failed.
