You are using the wrong files!
Open http://linmodems.technion.ac.il/packages/ltmodem/kernel-2.6/
and you will see that for a kernel 2.6.13 you must use the martian
driver because 13 > 12 .
You probably did not run scanModem from
http://linmodems.technion.ac.il#scanModem
or you would have seen there that you MUST use the martian driver,
and this, furthermore, only if your chipset is supported, such as
11c1:0440 etc..., but not 11c1:048c
