Is it possible upgrade clang on CI machines to version 18 (or

This is not a question about CI, but the whole Linux baseline and
should be discussed in an ESC meeting.
Typically we don't really consider clang to be part of our "linux
baseline" (i.e. the set of minimum version linux dependencies we require).
GCC is definitely part of our baseline.
So upgrading is less of a big deal, but yes, should be discussed at next
ESC.
We do consider it:
https://git.libreoffice.org/core/+/master/README.md#the-build-chain-and-runtime-baselines
So if you want to propose removing it from the baseline list, then we
can discuss that path as well.
