First time I'm uploading external packages this way.  Pushing it to gerrit
was easy enough, but I'm just wondering whether I need to get someone's
approval before the package can be merged.

Let me know what the process / convention is.
My understanding is that you're fine to self-approve, similar to your
core.git master changes. The benefit is that in case there is a problem
with the added tarball, we have a gerrit change to comment on, at a
single place.

Got it.  Xisco went ahead and merged it for me this time. But I'll keep this in mind next time around.

Best,
Kohei
