Microsoft has recently published its support for ODF 1.4.

So I think it's time to do the next steps for LibreOffice to support ODF
1.4.
Some time ago I have collected all the things that need to be done.

I hope TDF will make tenders from it.
But prerequisite for tenders is, that the proposals have a
"CostEstimate". Unfortunately I am not able to give such values. So
please have a look and add some reasonable estimates.
In addition, if you find that something is missing, or the tasks should
be grouped differently, or you have other improvements for the proposal,
feel free to change the proposal.
