For tables/indices - no, it isn't:
1. It's not a safety measure, since these tables/indices are generated
content, which can later be re-generated. In fact, it is _safer_ to
delete a generated table/index than any other piece of content.
2. It's not a measure against deleting the content, it's intended to
prevent selective alteration of it.
And I should also mention the "safety measure" claim has already been
made and replied to on the bug page.
