It's hard work to cut out requirements for a topic and to define "done"
criteria. And what "topics" would that be? We have ~900 META tickets, and on my
personal list are 50 tickets worth a GSoC project or a tender. We cannot even
prioritize this list quickly but rather discuss one topic per meeting.
An example is bug 135501 about the Notebookbar. What do we have to do to make it
the default (maybe c110)? I'll add this topic to the agenda this week...
I believe the task to collect requirements and to decide whether it's a
volunteer work, a tender, or an in-house project is a full-time job.
