I added the idea to https://wiki.documentfoundation.org/Development/Budget2022#Replace_itiff_filter_with_libtiff_external_library so at least we don't forget about it. Information about Cost estimate and weeks is still missing though.
OTOH, it would be great if someone could
evaluate whether the idea fits as a GSOC project or not and if
someone would be willing to mentor it.

Ok so considering https://api.libreoffice.org/share/readme/LICENSE.html#thirdparty which show external libs with BSD-like license, it seems there's no pb then.
