Tried in "Defender" (Windows Security or whatever) to get the blocked
file (or was it app) to whitelist.

Windows 10. Defender is completely disabled (even at Group Policy
level) as mentioned earlier, so exclusions do not even appear in the
list, if trying to add.

Maybe the check needs adoption...
As Mike mentioned, it does not make sense to remove the test.
