      + hiring somebody may not be a good fix, if that person is needed only once a year
      + public sector has similar problems, sometimes nobody bids for a tender
        + the way out there: be more agile, to allow iterations
        + fundamental issue: waterfall approach
    + want to steer development (Heiko)
      + decide what ideas are good and not
      + perhaps you want some kind of project manager (Kendy)
      + looking for a "Kendy" for 1 day to estimate things :-)
        + this is quite hard, as Thorsten said
        + more agile approach would be rather helpful
