My reasoning would rather be that there should ideally be zero variance among Jenkins builders (ideally, they would probably all use baseline toolchains). (How would you as a developer even know that there is such a version issue with one of your Gerrit changes if it happened to build green on a Jenkins machine that happened to use a "too new" toolchain?)

But yeah, presumably a rare-enough scenario that we don't need to worry about it too much.
