The rationale for always including all dictionaries being that they are
small enough so that it doesn't hurt?
The rationale is that what dictionaries needed by a user needs is independent of to user interface languages used. I, for instance, would really not want to use LibreOffice in any other language than English, but still I could well be writing documents in Swedish or Finnish.
