Linux Firewall, communication between computers in different subnets connected to same switch & static route

    IP:192.168.2.10          IP: 192.168.3.10
  Gateway: 192.168.2.1      Gateway: 192.168.3.1

I need to be able to achieve couple of things,

The computers in the 192.168.2.0/24 network and the computers in the
192.168.3.0/24 network should be able to communicate with each other
i.e ping, ssh, share files etc.

I need a static route setup so that and data going to 192.168.0.x
range is redirected to the router on 10.0.0.200.

Any pointers to documentation/guides for carrying out the above two
requirements will be much appreciated.
