I am running more or less the same setup sans the bridge (Linux bridges
can be quite buggy at times) and it works like a charm. Be aware that
that vlan devices don't have queues, i.e. a queue length of 1,  per
default so setting this to a more sensible value is necessary for
shaping to be effective.
I still don't understand why you'd want to shape ingress and don't just
shape egress on WAN and combined egress on the vlan devices through ifb.
