Haven't looked yet, but IIRC someone posted a patch on netdev for sfq to do this - possibly used jhash aswell. The man page incorrectly says sfq doesn't use dst port anyway IIRC.

It would be nice to have something better than (e)sfq eg for esfq multi level - for user fairness and connection fairness within that. Preferably fair without packet reordering aswell - maybe a bit of a tall order.
