In '/boot' directory you should have a file named 'config-xxx-(kernel version)'. Open it and there you have to look for a line like that:

CONFIG_NET_SCH_HTB=y
or
CONFIG_NET_SCH_HTB=m

Also if you have htb as a module, be sure that it is loaded.
