The basic idea is to have a class structure like this:

1:1 HTB 100mbit (LAN device class)
|
\--- 1:10 Whatever kbit (Internet class)
|    |
|    \--- ... whatever classes you want for your internet traffic go here
|
\--- 1:20 (100mbit-Whatever kbit) (LAN traffic class)

I don't use wondershaper, but I modified the script once to do this.
No guarantee that it will work at all, though:
