Dear, I have change 
tc class add dev eth1 parent 1: classid 1:1 htb rate 65kbps ceil 65kbps
to
tc class add dev eth1 parent 1: classid 1:1 htb rate 60kbps ceil 60kbps
still with the same result
any other tips?
