I don'treally know about load balancing yet (I am working my way towards it) 
but from all I have read, it doesn't work well for only a few users. Routes 
are cached and a single (or two or three) users would tend to stay on one 
link as that is the cached route.
This may not be your problem but I figure it couldn't hurt to mention that.
