problem with ipsec-tools on debian

I already have kernel 2.6.3 with native ipsec compiled, but when
compiling ipsec-tools-0.2.4 in Debian 3 I get the next error:

(The same happens with ipsec-tools-0.3rc1)

Any idea about how to solve it? Or a place to download the binaries for
woody?
