While the note I indicated below is VERY informative, it's not at all clear why HTB would complain if the rate is 78Kbit - that corresponds to a quantum of 7800 bytes, which is plenty large. Yes, I know I said I mispelled "kpbs" below, and I also know that the correct way to say "kilobits per second" to HTB is to say "Kbit".
