You can also add to /etc/sysctl.conf:

# Disables explicit congestion notification
net.ipv4.tcp_ecn = 0

And reload with 'sysctl -p'.  (Or of course 'echo 0 >
/proc/sys/net/ipv4/tcp_ecn')  No need to rebuild your kernel.
