[LARTC] tc error using iproute2 with kernal 2.4 and iptables installed

Does anybody have a working que's using kernal 2.4.2 (slackware
distribution) and iptables installed?

When I add the line:
tc qdisc add dev eth1 root handle 1: cbq bandwidth 100Mbit avpkt 1000
(or basically any of the examples in the how-to-document)

I got this error message;
RTNETLINK answers: Invalid argument

I'm using the latest iproute2, downloaded from the primary ftp server.

Does anybody have a workaround for this problem?
