No.
You can add a htb qdisc to a htb leave.  I'm saying that tbf is a classle=
ss=20
qdisc, so you don't have a class where you can add an other qdisc.  Htb i=
s=20
tbf but with classes.  So you can use a htb qdisc and add the prio qdisc =
to a=20
htb class.
