Indeed.
If a parent has to divide traffic, it will first give a class it's rate.  If 
it's not asking for more, nothing happens.  
If each class receive the rate and the classes wants more and the parent has 
some bandwidth left, the remaining bandwidth is divided proportional to the 
rate.
