I haven't tried yet to actually run any traffic through it.). I've also advanced all the surrounding infrastructure (regression tests, etc.) to make this useful. tcng needs a very recent 2.4.20 kernel pre-release and a patched iproute2 source tree for HTB. tcng/README describes how the latter is created.
