iproute2; NAT routes in tables other than local

Hello again (sorry to be so chatty tonight),

I wanted to confirm that NAT routes must be in table local in order to 
function properly.  I have tried adding nat routes to tables other than 
the local table without any success.

Even if I proxy-arp for the IP I'm trying to NAT, my router never receives 
packets bound for the NAT IP.

I have worked around the problem another way, but am curious if I am 
misunderstanding.  I have re-read the ip-cref document seeking the answer 
to this question, but find no answer.
