[LARTC] a question about tc_core.c

I found a line in tc_core.c:
    
static double tick_in_usec = 1;

according the usage of the variable,I think it means one tick per usec.But in fact,in x86 Linux,one tick per 10ms.

why?

my iproute package is iproute2-2.4.7.
