[LARTC] Traffic Shaping over two interfaces

Here is an interesting request.  Not sure this is possible.

I have two interfaces going to two different ISPs.

Currently, I have a local network that masquerades to just 1 of the
interfaces.

Is it possible to do the following:

If bandwidth used in masquerading interface 1 > some #, then switch and
start masquerading using interface 2?

If anyone has any idea on this, please let me know.
