You created a class, but you didn't put any traffic in it.  You can see t=
he=20
counters on the qdisc, so the qdisc contains all trafffic.  But the count=
ers=20
of class are zero.
You can do this with filters.  They are described in the lartc HOWTO.
If you want to limit all traffic, you can use the TBF qdisc.  But this me=
ans=20
all traffic is limited.
