It would have been useful to have a time zone specification because otherwise the message is pretty meaningless. Juan said on IRC that that would be 15:00 CET or 18:00 CET. So if his interpretation is right, I'd vote for 15:00 (i.e. one hour earlier than it used to be, 14:00 UTC).
