That's because I cut-and-pasted without reading:

>   <qemu:commandline>
>     <qemu:arg value='-global'/>
>     <qemu:env name='mrg_rxbuf' value='off'/>
>   </qemu:commandline>

The right one is (or at this point I'd better say "should be"):

   <qemu:commandline>
     <qemu:arg value='-global'/>
     <qemu:arg value='virtio-net-pci.mrg_rxbuf=off'/>
   </qemu:commandline>
