I think they should be interfaces, not devices. The device would be the PRCM
(power, reset and clock manager) which provides a pile of registers
for configuring
the clocks and also outbound clock interfaces which you then wire up to the
various devices like uart/usb/etc in the same way as you would IRQs or
GPIO.
