[PATCH 10/18] KVM test: Add a subtest of nic promisc

This test mainly covers TCP sent from host to guest and from guest to host
with repeatedly turn on/off NIC promiscuous mode.

Changes from v1:
- Don't abruptly fail the whole test if we get a failure for a single size
