[PATCH 5/6] riscv: export unaligned_ctl_available() as a GPL symbol

This symbol will be used by the KVM SBI firmware feature extension
implementation. Since KVM can be built as a module, this needs to be
exported. Export it using EXPORT_SYMBOL_GPL().
