Should we rename this to REC_MAX_GIC_NUM_LRS ? The RMM could
support lesser number of LRs as indicated in the FEATURE Register 0
and we need to take that into consideration for VGIC support. Otherwise
we may loose LRs on restore path. More on that on the VGIC change.
